This is a good post. It’s important for people to remember that there is a long and horrific history of people using citizens of other (primarily, if not exclusively, nonwhite) countries as guinea pigs for untested drugs.

Besides the fact that the logistics involved would have been literally impossible, administering this drug to a large group of people in an uncontrolled setting would have been immensely irresponsible and potentially disastrous.
